Can't re-assign maintenance expired toolbox

My company has Matlab license # *****(Master License: ******). I could detach toolboxes from this license but I can't re-assign these detached toolboxes to an another license in the same Master license.

Why they can't be re-assigned? They are shown in the Unassignable Products list
