To determine a accurate RMSE and Rsqaured

Hello Experts in the house, how I can know if the RMSE and R squared value obtained from a regresion model of with value of 1.3878 x10-16 using the SVM regression is a perfect predictive response of fitting after data set was trained and tested(extracted) . Thank you!
