Optimization of a Matrix

I have my objective function as a Matrix (24x8)

and i want to implement an algorithm of optimization that returns an index of row and column with some constraint. I want to know how can I do this? what algorithm do you recommend to me? and what are the parameters should i have entered in the block algorithm ?
