find closest point of two unequal MxN arrays

I have a binary image MxN and and an 2-d array (X,Y) with coordinates of points. The two arrays have unequal length, ex. my image is 200x400 and the array is 120x2
I want to compare every point in my 2-d array with the points of my image and find a way to pick the closest points of the image, like this
