Matrix declaration in legacy code

How to use declared C matrices double[3][3] in, legacy code.

In the documentation it is specified that matrices should be declared as vectors:

• double matrix[];
• double *matrix;
• double matrix[3];

But, those that mean that declaration like

• double matrix[][];

cannot be used at all?
