Can question dialog box appear over other programs?

Is there a way to make a question dialog box pop up that takes precedence over other open programs on my computer? For example, if I have a Matlab program running in the background but I happen to be checking my email in chrome, can I have the box pop up in front of me instead of just coming up in the background?

This would be operating system and window manager specific.

Chrome runs on all the operating systems currently supported by MATLAB, so that does not give us any hints as to what you are using.

There are a lot of "On-Top" tools in the FileExchange. You can use the search: FEX-Search: always on top window. I admit, you find a lot of not related tools, but a handful of matching ones also.
