Finding maxima on a surf plot but avoid the regional maxima that I don't want

Hello,
I have a surf plot as seen below. I want to be able to detect the peaks, where they are respectfully to one another and the average value at the summit of the peaks. Lastly, I was wondering if there was a way that to measure the width of the peaks as well.
