Why is there no Simulink version converter tool? Can any one help me to convert?

If I want to run a newer version of Simulink model in an older version of Simulink, I need to convert it to an earlier version. People have this problem because they don't have this newer version at hand.
Why there is no such tool that can convert model to older version? Guess it is not difficult to conduct.
And can anyone help me to convert my model from 2017b to 2016a? Thanks in advance!

There is a section on this documentation page titled "Export a Model to a Previous Simulink Version" that may be of use to you, but I'm not certain if Walter's finding that your model depends on a third-party blockset may cause difficulty for that conversion process.

That model is incomplete by itself and cannot be converted.
The model appears to rely on the commercial PLECS Toolbox
It appears to me that it would cost me $US7000 to convert the model (I am not eligible for academic or student pricing.) On the other hand, it would only cost you $US60 to obtain a version of MATLAB that can run the model without conversion.
