What is the best way to Enhance RGB images ?

I am working on an image processing project and some of the photos that I am using need some brightness/Contrast or color enhancement. For example in the photo below what is the best way to perform the enhancement if I want to be able to have clearer signs so the alforithm can detect the texts and shapes.

No-one knows. It is currently believed that in order to figure out the best way to do that, that it is necessary to create all possible algorithms for enhancing images, and apply each of them to all possible images of finite size, and come up with a scoring system that gives a total to each algorithm, and then the algorithm that had accumulated the most points over all possible images would be declared the best algorithm.

There are people who claim that this process would take an infinite amount of time, but there are other people who claim that with some reasonable constraints that it will merely take more time then all of the universes together are expected to last.

Everyone agrees, though, that there is absolutely no chance that the question will be answered within the lifetime of anyone now living.

well thanks for your answer but I think I would be more gratefull of you if you could give me some ideas how to achieve my goal here ( having more clear traffic sign in this case ) rather than pushing the subject toward a scientific matter :).

The goal you expressed was to have the best way to perform the enhancement. It is in your title and in the text of your question. You also did not restrict the varieties of text or varieties of signs.
