How to extract specific column and row and put them on a new table?

I have an excel file and I want specific cells (row,column) to extract them from the table and put them in a new one.
I want the values: (108,4) (210,4) (313,4) (415,4) (519,4) (621,4) etc to put them in a new Table.
In the new table I want to have a column with the values and a column where I will enter where I find them.
For example: (108,4) is Italy, so I want
Italy 108,4
Greece 210,4
Germany 314,4
.
.
Any thought???

readtable (documentation) will allow you to load data from excel
You can access specific rows and columns of a Matlab table using () or {} indexing. () returns a new table.
writetable (documentation) can write the data back to an excel file
