Deployment of base station and UE

I'm working on creation of cellular network i matlab. I have created 3 clusters of 7 cells each. I don't know how to deploy and configure BS and UE for data transmission.

Can anyone help me in deployment of the base station and 2 UE in a cell? Also configure the BS and UE to transmit data. As my work is really stuck.
