Functions under toolbox/signal/signal/private are not found at runtime or by the help

It's rare that private functions have help text. They cannot be called directly except by functions in the directory containing the private directory[*], and for private directories in MathWorks toolbox directories (like toolbox/signal/signal) the expectation is that only MathWorks developers will be editing and/or calling those private functions directly.

[*] There are some ways to do it, but those are somewhat advanced maneuvers.
