No more machine transfers available

My motherboard crashed on a computer containing my licensed version of Matlab. When I replaced the motherboard, I tried to install my licensed version of R2020b. It will not activate. I deactivated the old activation and reported the old computer had been replaced. The error message I received is "No more machine transfers available". How to arrange to override this block to activation? If permission to activate is given to this computer, it will be my second activation under my license. Thank you for any help you can provide.
