ARIMA was added in R2012a. You would need to update your MATLAB version and Econometrics toolbox license to at least R2012a to get it.
It is no longer possible to purchase a version as old as R2012a; you would need to purchase a recent version.

If your account is authorized to download an older release, then visit https://www.mathworks.com/downloads/web_downloads/select_release and select the release on the right hand side of the page.
Academic licenses are probably authorized to download older versions (except perhaps TAH versions). We (outside volunteers) have not been able to tell whether Student licenses are authorized to download older versions.
It is not possible at this time to purchase a license for a version as old as R2012b. If you need to use an old version but do not have a license for the appropriate toolboxes in that release or a newer release, then you would need to purchase a license for a current version, which would authorize you to download earlier versions (except perhaps for Student licenses.)

Hello,
I know this answer is nearing its third year, but I would just like to confirm that it is indeed possible for users with Student licenses to download older versions of Matlab (I have a Student license for R2019b and recently needed to download R2012a). To activate the older licenses, best to contact customer support since they have some neat tricks to help.
