offboard control using Mavlink message

I want to control px4 with Mavlink protocols.

my px4 is software in the loop with gazebo on my labtop so i want to give a command to px4.

is it possible to do that ??

for example i made a mavlink blank message which contains SET_LOCAL_POSITION_NED and sent it to px4 by udp connection

but nothing happens in my px4 ..
