The MathWorks installer will try to automatically inherit your computer's proxy settings on Windows. The following error indicates the network proxy is being injected into the MathWorks installer, preventing the installer from contacting the MathWorks server. To configure the proxy setting, please refer to the article below: 

Note: You may need to contact your IT Help Desk if your organization is running a network firewall/proxy to configure it to bypass blocked connections to the MathWorks servers.
