Problem in implementing nested loop

Hi,

I have a function:

q_avg = ∑(from q=1 to Q)q (∑(from b=0 to U)∑(from l=0 to L)*∑(kƐ{act,inact}))

where

e.g, active = 1; inactive = 0;

* (summation stands for ∑) (Ɛ means belongs to) (from q=1 to Q etc are the limits)

How can i write the above function in Matlab?
