Phased Array Toolbox Transmitter Peak Power

I am trying to put together a rather simple Simulink end to end radar model to understand the phase array tools. I was steeping through the system looking at the waveform amplitudes between each component and noticed that after the Transmitter block the levels are very off of what I would expect them to be. In the Transmitter block there is a filed “Peak Power (W)”.
I was assuming this represented the maximum amount of power the transmitter could output. Thus if I have a signal that after gain should be 1W and change the Peak Power from 10W to 100W I should see no change. But when I change this value to something large the output signal level becomes disproportionally large.
After changing the values it is starting to look like this entry is behaving like Impedance rather than Peak Power.
I am using Matlab R2021a: Simulink Version 10.3, Phased Array System Toolbox Version 4.5.
Could some please explain to me what the Peak Power actually dose? What the impedance is supposed to be?
