what should my class be?

I am planning the creation of a class to deal with cutting structures. a cutting structure is composed of a number of cutters. the methods class will act either on the full cutting structure or on only some cutters. typical methods will be about reorienting/moving cutters using homogeneous transformation matrices. My question is: Should I define the class for cutters or for the whole cutting structure? thank you very much
