Why do I get a License Manager Error -9 when using MATLAB Compiler 4.9 (R2008b) for Windows?

When trying to use functions of the MATLAB Compiler 4.9 (R2008b) I get:
ERROR: License Manager Error -9

With Release R2008b, there is code that automatically checks different cases of the username found in the license file. The MATLAB Compiler did not contain this code until R2009a. To work around this error you will need to obtain a new license file from the Installation and Licensing team at MathWorks.
In order to generate the this file, you will need to be logged in as the user getting the error:
1. Open a Windows Command Prompt by going to the Start menu > All Programs > Accessories > Command Prompt.
2. In the command prompt, run the command:
set username
Use the text that follows "USERNAME=" as the username when reactivating MATLAB, making sure to preserve its case.
