How to find a user based on full name and eight digit number

Background: I promised to answer a question and asked the user to include a "reference" to my name - like . We used the Community contact feature. I believed I would get a notification in my content feed. I had received notifications before. The user is "Last seen: 2 dagar ago", but the content feed is empty.
Problem: Now I've discovered that I don't get notifications in my content feed and that I cannot "write" references in a question. The contact via the contact feature is broken.
Question: I have a full name and an eight digit user number. How can I send a message to the user or search for question from that user?

@Walter Roberson, contributor:"Full Name" returned "No result". The last name returned another user. The problem, I think, is that the user names (e.g. per isakson), which we see are alias. Your alias is identical to your full name, I assume.
@Fangjun Jiang, Contributors "per isakson" returns one line telling me that I contributed with one question and one answer during the last 7 days. The "eight digit user number" appeared in an URL. The mail I got from the user via the Community contact feature includes an URL (hundreds of random characters long), which I used to answer the mail. Now when I try to use that URL I'm redirected to
https://se.mathworks.com/matlabcentral/profile/authors/12345678
which is a Community Profile page of the user.
@Steven Lord, for once I did my homework before asking and read the Help. The problem is that "per isakson" is my alias not my full name.
Speculation: the user may have deactivated the Community contact feature.

Deactivating the Community Contact feature does not prevent replies. If you still have the email message then clicking on the Reply button will send some tokens and give access to the contact form even if the user does not generally permit contact.
However, if you no longer have that email message with its magic reply button, and the user is not set to permit contact, then you will not be able to contact them unless they contact you first (or under some special circumstances that I'm not going to talk about in public.)

On this page, click "More" and then "Contributors"
On that page, the serch box is for "Search Contributors".
Type in "per isakson", or "Walter Roberson" or "Fangjun Jiang", all return one and only record.
I think that is the best way to find a user if you know the user's name.
